CAPD: Strengthening Digital Copyright Protection

The settlement of copyright disputes is key to developing popular digital publishing industry. While it is more expensive and difficult for right holders to protect copyright, new science and technology help pirates reduce cost and speed up transmission. Eve to the Chinese People’s Political Consultative Conference (CPPCC) and the National People’s Congress (CPC), Several CPPCC members of China Association for Promoting Democracy (CAPD) carried out thorough research on digital piracy and submitted the Proposal on Strengthening Digital Copyright Protection and Building a United National Digital Copyright Public Service Platform.

The CAPD proposes to improve legislation, including laws and rules relating to digital publication, perfect “notice” and “delete” rules, alleviate the burden copyright holders shoulder in safeguarding rights, further protect the interests of right holders and determine the compensation standard of copyright infringement. Meanwhile, it is necessary to strengthen administrative law enforcement and education and publicity of digital copyright.

The current copyright trading platform is regionally limited, flawed with short-time establishment, small scale and imperfect trading standards and criteria. In the proposal, the CAPD suggests to integrate regional copyright trading platforms and build a united national platform to serve digital publishing industry, and to set up a national digital copyright trading platform to reduce trading cost and promote a healthy industry development.
