The State Council to encourage the development of software industry and stressed IPR protection |
February 9,China's State Council(the Cabinet) promulgated the "Notice of the State Council on Issuing Several Policies to Further Encourage the Development of Software and Integrated Circuit Industries". The notification requires regions and relevant departments to strengthen leadership and coordination and pay close attention to the implementation details and supporting measures of the "Several Policies to Further Encourage the Development of Software and Integrated Circuit Industries", which contains 31 incentive measures on seven major areas, including taxation, investment and financing, research and development, import and export, human resources, intellectual property rights (IPR) and market. The notification points out that software and integrated circuits (IC) are national strategic and emerging industries, and they are the important foundation of national economy and social informationalization. In recent years, with the support of a series of policies and measures, China's software and IC industries have grown rapidly. Constitution and implementation of " Several Policies to Further Encourage the Development of Software and Integrated Circuit Industries", continuous improvement of incentive measures, and clear policy direction are significant for the optimization of industrial development environment, enhancement of scientific and technological innovation, and stimulation to increasing the quality of industrial development. In the aspect of intellectual property policy, it requires strict implementation of intellectual property protection system on software and integrated circuits and crackdown of all kinds of violations and infringement. The policy clearly points out that software copyright protection online should be stepped up and technologies on protecting the copyright of genuine software should be actively developed and applied so as to effectively protect intellectual property rights of software and integrated circuits. Meanwhile, the policy requires further promotion of legal software. In the future, all pre-installed computer software sold in China must be legitimate. |
