Chong Quan led a government survey team to inspect the progress on IPR protection in Shenzhen and Xiamen

A government survey team led by Chong Quan, Deputy International Trade Representative of China's Ministry of Commerce, went to Shenzhen and Xiamen in late February to inspect the progress of the special campaign on cracking down upon infringement of intellectual property rights (IPRs) and manufacture and sales of fake and shoddy commodities.

During the research, competent authorities in the two cities, including public security departments, customs, Market Supervision Administration of Shenzhen, Intellectual Property Office and Copyright Administration of Xiamen, reported on their respective achievements in IPR protection and pointed out several problems remaining to be solved. Members of the survey panel communicated with the business representatives over a wide range of topics and visited enterprises such as BYD, Huawei and DELL to have a better understanding on the exploitation of intellectual property and to know about the infringement actions they've encountered.

According to Chong, the purpose of the survey is to collect opinions from local authorities and enterprises, for the suggestions and recommendations are considered to be of great importance in building up a permanent mechanism for IPR protection.

The panel members were composed of government officials from Ministry of Commerce, Ministry of Public Security, Ministry of Industry and Information Technology, the State Administration for Industry and Commerce, the General Administration of Quality Supervision, Inspection and Quarantine, the State Intellectual Property Office and the Legislative Affairs Office of the State Council.
