SIPO head: China to boost IPR protection during 12th five-year plan

One of the major topics of the National People's Congress (NPC) and the Chinese People's Political Consultative Conference (CPPCC) this year is to review and adopt the Twelfth Five-Year Plan for National Economy and Social Development and China will boost the development of intellectual property rights (IPRs) in the vital period, said Tian Lipu, commissioner of China's State Intellectual Property Office (SIPO) in an interview during his presence at the fourth Session of the eleventh National People’s Congress.

This year is the commencement of the twelfth five-year plan and all the communities in the society, including people working in IPR industry, have great expectations about the 2011 NPC and the CPPCC sessions. With regard to IPR development, a program on promoting IPR protection will be formulated in accordance with the Twelfth Five-year Plan for National Economy and Social Development; meanwhile, the creation, exploitation, protection and management of intellectual property will be greatly enhanced in the near future by accelerating the transfer of the country's economic growth mode, said Tian.

According to him, the NPC and CPPCC sessions this year will be of historic significance, for they decide on the direction of the national economy and social development and lay a solid foundation for the promotion of IPR protection in the next five years. 

These years China has generated numerous patents with high quality in sectors related to core technologies development, which has contributed to the implementation of the "going-out" strategy and the enhancement of China's competitiveness in the global market. For example, China has delivered more than one thousand patent applications for independently developed high-speed rail technology and also a great number of applications for the fourth generation mobile communications system. Last year, China received 1.22 million patent applications, nearly 400 thousand of which were for inventions. Following this trend, more self-developed intellectual property will come out during the twelfth five-year plan period, Tian emphasized.
