Tianjin: indigenous IPRs will double within 5 years

Lately, Tianjin Municipal People’s Government officially approved to issue Tianjin’s 12th Five-Year Plan for Intellectual Property Rights (IPRs) (hereinafter referred to as the Plan). Based on the Plan, till the year 2015, invention patents for every 10,000 people will reach 9 pieces, annual patent applications will hit 50,000 pieces, patent grants will be 20,000 pieces and indigenous IPRs will double. Valid trademarks for every 10,000 people will reach 70, the gross amount of registered trademarks will hit 120,000 pieces, well-known trademarks will be 100, overseas registered trademarks will be 3,000, export-oriented brands supported by the Ministry of Commerce will hit 30, software copyright registrations will be 3,000, the output from copyright industry will take up 8% of GDP, and the other items will all double, comprising integrated circuit layout design, commercial secrets, new plant variety, geographical indication and intangible cultural heritage.

During the period of the 12th Five-Year Plan, Tianjin will cultivate IPR advantages in key industries. Till the year 2015, patent applications from advantageous industries comprising petrochemical industry, equipment manufacturing, electronic information and light industry and textile will reach 15,000 items; patent filings from strategic emerging industries will be 5,000 pieces including energy saving and environmental protection, biological medicine, new energy and new materials; and Tianjin will also cultivate 10 well-known brands with international influence, 100 domestic famous brands and 1,000 renowned brands with high familiarity. Moreover, the city will build 10 city-level IPR pilot parks, 5 state-level pilot parks, and 10 geographical indication production demonstration bases.

Tianjin will help Binhai New Area to file more IPR applications. Till the year 2015, patent applications and trademark registrations from Binhai New Area should occupy 40% of the total amounts in the city. 5 IPR leading industries will be developed, from which 2,000 or more patent applications should be filed, 5 emerging industries will be given attention to, which should generate 1,000 or more patent filings, and 8 IPR research platforms will be constructed, comprising biological medicine, industrial biotechnology, supercomputer, aviation technology, nanotechnology, new energy technology, marine technology and Binhai industrial technology research institute. In 2015, each platform should file 100 patent applications.

Besides, Tianjin will encourage businesses to file more IPRs. Till 2015, both patent applications and grants of businesses should take up 60% or more of the total amounts of the city. 15 SME clusters with IPR advantages will be fostered and export amount of indigenous brand products should account for 50% or more of the gross exports. The city will also cultivate 10 enterprises with international competitive advantage, 100 industry-leading competitive enterprises and 1,000 key enterprises familiar with IPR system.
