China's top legislator calls for promotion of innovation |
BEIJING, March 29 (Xinhua) -- China's most senior legislator on Monday called for more efforts from the authorities to nurture scientific innovation as part of the drive to transform China's economic growth pattern. Wu Bangguo, chairman of China's National People's Congress (NPC) Standing Committee, said in a written instruction that efforts should be made to strengthen the development and research in the sectors of new energy resources, new materials and new technologies. The written instruction was forwarded to a plenary meeting attended by members of work teams scheduled to monitor the implementation of the Law on Scientific and Technological Progress. The legislator did not provide details on the definition of new energy resources, new materials and new technologies. More efforts were needed to cultivate leading scientists and innovative talents, said Lu Yongxiang, vice chairman of the NPC Standing Committee, at the meeting. Lu also said it was important to raise the country's overall innovative capacity. China implemented its Law on Scientific and Technological Progress in 1993 in an effort to encourage scientific innovation. The NPC Standing Committee had dispatched teams to oversee its implementation in 1997 and 2003. Six work teams would be sent to six provinces and Shanghai from April to May to assess the law's implementation, the NPC Standing Committee agreed. |
