State Council defines division of responsibilities in S&T system reform |

Recently, the General Office of the State Council further defined the division of responsibilities in deepening S&T system reform and quickening national innovative system construction. Of these duties, “enhancing IPR creation, use, protection and management” is in the charge of the State Intellectual Property Office (SIPO) and others. According to the Opinions on Deepening S&T System Reform and Quickening National Innovative System Construction issued by the CPC Central Committee and the State Council, China will strengthen IPR creation, use, protection and management and till the end of the Twelfth Five-Year Plan, every ten thousand people should obtain 3.3 invention patents. The country should establish patent trend analysis and early warning mechanism in national key technology field, improve IPR protection measures and consummate IPR aid mechanism. Besides, the Opinions also required to improve relevant laws and regulations, push forward the revision work of laws promoting S&T achievement transformation, redouble efforts on the protection of S&T innovative activities and fruits and combat the infringement of IPRs and S&T fruits in order to create sound legal environment for S&T innovation |
